ATTESTATION AND CERTIFICATION CENTRE (LNSASC)

 

 

offers construction certification in the following areas:
- Design of electric systems up to 1kV (regulated area);
- Design of electric systems up to 20kV (regulated area);
- Electric systems construction work management and supervision (regulated area);
- Technical characteristics testing and measurement of electric systems (not regulated area).
 
Certification for personnel working with electric systems is dictated by the following rules:
- Latvian standards LVS EN ISO IEC 17024:2005 “Conformity assessment. General requirements for bodies of personnel certification”.
 
Education and experience required to obtain construction certificate:
- Second level professional higher education that corresponds to the fifth level of professional qualification (electrical engineer) in addition to at least two years of professional experience.
- First level professional higher education that corresponds to the fourth level of professional education (electrical technician, expert on electric systems) in addition to at least three years of professional experience.
- Secondary professional education that corresponds to the second (electrician) or the third (electrician) of professional qualification in addition to at least five years of professional experience.
 
Application for certification
When applying for certification, the Applicant has to fill in certain Application form (Application Form can be found in Appendix) and must submit the following documents:
 
1)   When applying for the certificate for the 1st time:
- Documents confirming identity;
- Documents confirming education;
- Certified list of works with objects in which the Applicant has participated (sample of the list can be seen in section “Required professional experience to obtain certificate”);
- Certification area of “Electric systems construction work management and supervision” and of “Technical characteristics testing and measurement of electric systems” – certificate of safety technical qualification group not less than “B”;
- Worked out project during the professional experience in the area of electric systems’ design;
- Protocol of technical characteristics testing and measurement of electric systems.
 
2)   When extending the validity terms of certificate:
- Documents confirming identity;
- Documents confirming education (if Applicant has got additional education during the previous period);
- Employer’s certified list of works with objects in which the Applicant has participated;
- List of received complains (if applicable);
- Existing certificate(s);
- Worked out project during the professional experience in the area of electric systems’ design;
- Protocol of technical characteristics testing and measurement of electric systems.
 
After the evaluation of documents submitted, there is a decision passed whether the specialist is complying with the requirements of certification, and sent to the Applicant not later than within five working days, simultaneously informing him/her of exam date and time. In case of the application rejection, LNSASC shall submit or send to the Applicant refusal of the Applicant’s certification not later than within five working days stating the cause of refusal.
 
The process of examination
Exam takes place in Meza street 7, Riga. The information on exam dates and time are published on the “LNSASC Ltd.” website.
 When attending exam, the Applicant should hold documents confirming identity which should be presented upon request by the Committee of Conformity Assessment (CCA – ANK). Before the exam, the Chairman of CCA – ANK explains the procedures taken during exam and its time. The Applicant chooses one exam questioner from the exact certification area and announces its number to CCA – ANK members. The Applicant receives Note Pad to write down necessary notes when preparing the reply. Time provided to prepare necessary answers is 90 min for each certification area. Any outside tools or materials that could help to provide the answers are not permitted during exam. In the area of electric systems design CCA – ANK can be presented with project worked out during the professional experience of the Applicant.
 
Evaluation of the exam
The members of CCA – ANK listens to the Applicants response on exam questioner and evaluates it. The answers to the questions can be evaluated as correct and incorrect.
The final evaluation of the exam can be: passed or failed.
The exam is passed, if non of the questions is evaluated as incorrect.
 
The process of certification
 
Re-Applying for exam
The Applicant who did not manage to pass the exam in the first round must wait for at least 15 days to re-apply for another exam. The Applicant, who’s exam results were not accountable because of violation like cheating, must wait for 1 year to re-apply for another exam. The Applicant, who does not pass exam over three times, must go through additional qualification in a private or state educational institution to increase the level of knowledge before re-applying exam once again.
 
Issuance of certificate and extension of validity terms
If exam has been passed successfully, the Applicant receives the particular construction certificate which indicates the area of certified construction (one or more). Within ten days of received or extended construction certificate, LNSASC authorised employee registers the certificate in Construction, Energy and Housing State Agency  website (http://buvkomersanti.bema.gov.lv/).
The validity term of each certificate is five years. Once the certificate expires, certificate owner must repeatedly apply for certification procedures which are analogical to the above described ones. Before receiving the certificate, the Applicant must pay 5 LVL state tax for the certificate registration. 
 
Claims and complaints
The Applicant can submit complaints on CCA – ANK work to its director within one month in written form.
 
Revoking competence certificate
LNSASC can revoke issued certificates if it determined the following discrepancies:
- The competent specialist fails to comply with the requirements of Regulations;
- The competent specialist has violated the conditions for certificate utilisation;
- The competent specialist has violated the regulatory enactments regulating his/her field of activities;
- To receive the certificate the Applicant has provided false information.

LNSASC shall inform other personnel certification authorities regarding the person to whom it has refused to issue a competent specialist certificate, or competent specialists whose certificate it has revoked. If there is a decision passed to revoke certain specialist’s certificate, LNSASC issues or sends a letter to the relevant person in writing explaining the decision within five working days. If specialist’s certificate has been revoked, the Applicant may re-apply for exam on certification not earlier than two years after certificate has been revoked.
